Merit Pay for Teachers

What do you think about merit pay for teachers?  I am not sure where I stand as it is hard to measure.  Good teachers get stuck with harder classes because they can handle them.  Some of the worst teachers get the best classes because they can not handle problem classes.  What is fair when it comes to merit pay?  Testing?  Probably not.  What do you think?
